Dawn Bashir was knocked down by two boy racers in Lansdowne Road in Tottenham at about 2.45pm on 9 April 2003.
She later died in hospital at 1am.
She was hit by an unregistered Red Nissan 200SX car, Registration J211 YWT.
The car had been racing a grey VW Golf car through the streets at the time.
A black man with a limp was seen running away from the Nissan after it was dumped and set on fire.
