Simon Midgley and Richard Dyson died in a fire at a hotel.
Their inquest returned a verdict of unlawful killing.
It was heard that a night porter had removed hot ash from an open fire and placed it in a plastic bag inside a cupboard that contained kindling.
Although the night porter was given a community payback order for breaching the Health and Safety at Work Act for putting the ashed in the cupboard and the hotel was fined £500,000 for breaches of fire safety rules, no one was convicted for killing them.
