Andrew Stones went missing on 28 October 2020.
He was last seen in Norton Road near Buffs Social Club, around midday.
A search was made for his remains at St Mark's Basin in Stockton in December 2022 following information and intelligence, but nothing was found.
Two people were arrested on suspicion of murder but later released without charge.
The police said:
They said that they had also carried out house to house enquiries, examined CCTV and searched both private and commercial premises, including drone investigation work with officers from the National Police Air Service.
