Julian Stewart was shot point blank in the head in Moss Side on 12 January 1994.
A car was seen to drive off at speed from the scene of the shooting in Radley Walk after the shooting.
The police said that they thought that he had been shot with a handgun.
He had been wearing a bullet proof jacket and had had about £4,000 on him at the time which he had been given as a loan by a friend earlier in the day, although the police said that they didn't know whether he had still had it on him when he was shot.
He had been threatened by two men about an hour earlier.
He had been tried for murder and attempted murder in 1993 but acquitted after the separate cases against him collapsed.
He had also been shot in December 1993, but the bullet had been blocked by his body armour.
He also had part of his ear missing from an incident a few months earlier.
The police said that they thought that it was a gangland killing. They said that they were trying to determine whether Julian Stewart had been involved with either of the two gangs who were known to be fighting for control of the drugs trade on the Alexandra Park Estate.
He was known as Turbo and he had lived in Stretford.
