Richard Seed was run over whilst crossing Whalley New Road in Blackburn.
He was a lamplighter and had lived in Ribble Street in Blackburn.
He was said to have been hit by a taxicab that had been travelling at a fast pace.
The taxi was said to have stopped and the driver come out from it to the scene, but the other man was said to have shouted 'Come on', and the taxi-driver had then gone back to his taxi and then driven away.
