Randy Oswi-Boateng was shot as he got into his car at around 4.10pm on 9 May 2011.
He was shot twice in the chest and pronounced dead at the scene.
He had been talking to his girlfriend at the time and was thought to have been sitting in the driver’s seat or just getting into his car at the time.
He was said to have been shot by a lone gunman.
The police took a scooter away as evidence.
The shooting took place in Lakeside Road just off of the Shepherd's Bush Road in west London.
His cause of death was given as a gunshot wound to the chest.
A man was charged with his murder in March 2013 and tried at the Old Bailey on 11 September 2013 but the case was dismissed by the judge due to lack of evidence.
It was said that the man had shot him in revenge for previously being kidnapped and tortured in 2011 over a dispute about a drug deal.
Randy Oswi-Boateng was from Ghana and had lived in Leigham Avenue, Streatham Hill, southwest London.
