Kevin Wilson was shot in the back with a 9mm Baikal handgun at the junction of Smithdown Road and Holmes Street in Wavertree.
He was shot once in the back at about 8.30pm on 7 February 2015.
After he was found he was taken to the Royal University Hospital but was pronounced dead a short while later.
Thirteen people were arrested in relation to his murder, but no one was charged.
The police said that they thought that his murder could have been drugs related and that it was a targetted attack.
A man was convicted of perverting the course of justice after he was found to have taken Kevin Wilson's phone shortly after he had been shot. He had initially denied stealing the phone, but later admitted that he took it and threw it in a bin. He was sentenced to three years and three months. He said that he had found Kevin Wilson lying on the ground and that when he heard his phone ring and saw the lights in his pocket he took it. He said that he answered the phone and someone asked, 'J, are you alright?', and that he explained that he had called for an ambulance for Kevin Wilson. It was noted that Kevin Wilson was also known as 'J'. He said that he took the phone back to his girlfriends and told her. It was heard that his sister then threw him out of her home when she heard about him stealing the phone and he was arrested by the police on 11 February 2015. After his conviction the judge said, 'I accept that your disposal of the phone was not done with the intention of protecting anybody concerned in the shooting, but the effect was to deprive the police of a most vital piece of evidence in a murder investigation'.
Another teenager was convicted in August 2017 after footage was found on his mobile phone of him shooting the 9mm Baikal handgun that was said to have been used to shoot Kevin Wilson. He was sentenced to eleven years after he was convicted of a number of other offences including two counts of possession of a firearm, possession of bullets and two counts of wounding without intent. However, the police said that they had ruled him out as a suspect in Kevin Wilson's murder.
