Farhan Mohomoud Mire was kicked to death in the street in Gayton Road, Harrow at about 1.11am on 23 December 1998.
It was heard that he had become involved in an argument with a woman who then called for assistance after which a white man became involved who attacked Farhan Mire.
He was taken to Northwick Park Hospital but pronounced dead on arrival.
His post mortem found that he had serious head injuries which were thought to have been caused by kicks.
Shortly after, the police said that they were keen to hear from anyone who saw a man with bloodstains on the lower part of his body around Harrow that morning, 23 December 1998.

Three men were arrested, and one man was charged with his murder, but he was later released on 1 April 1999 after the Crown Prosecution Service said that there was not enough evidence to prosecute.
It was also said that a key witness had gone missing.
It was thought that his murder had been racially motivated.
Farhan Mire had been a refugee from Yemen.
